How Nigerian Government Can Remove Fuel Subsidies Without Harming Citizens

Nigeria’s subsidy system has now become relatively unsustainable, costing the country billions of dollars every year, putting a strain on government finances. According to the World Bank and the International Monetary Fund, the removal of fuel subsidies is one of the fiscal reforms urgently needed to lift Nigeria’s development outcomes, which are severely constrained by the inefficient use of resources. This article explores how Nigeria can remove fuel subsidies without hurting its people.

WHAT IS FUEL SUBSIDY?

Fuel subsidy is a governmental instrumentality of subsidizing a fraction of the expenses associated with manufacturing and distributing fuel, aimed at constraining fuel prices to bearable limits for consumers. The administration may provide subsidies to oil corporations or individuals directly, manifested as decreased fuel costs at the pump

STRATEGIES FOR REMOVING FUEL SUBSIDIES

1.Gradual Removal of Fuel Subsidies: For the purpose of allowing citizens gradually adjust to new prices and to reduce the immediate impact on the most vulnerable groups, the government could find a way to implement a step by step process of gradually removing fuel subsidies over a period of time.

2.Redirecting fuel subsidy funds to social programs: To attenuate the immediate effects of subsidy removal, the government can channel the funds that have been saved from subsidy removal to social programs such as health, infrastructure and education.

3. Encouraging investment in the downstream sector: Through the provision of incentives that would allow companies to invest in domestic refining capacities, the government can encourage engagement in private investment thereby reducing Nigeria’s dependence on imported fuel.

4.Automatic Pricing Mechanism: Just like any other government project, removing subsidies and setting prices for petroleum products can become politicized. To prevent this, the government should implement an automatic pricing system that separates it from the energy pricing process. This system would allow domestic prices to be based on international prices, which are not under government control. Therefore, an independent agency should be established to manage this automatic mechanism.

Among the candidates of the recently concluded Presidential Elections in Nigeria, the topic of subsidy removal was highly debated. Although it is currently unclear whether or not the subsidies will be eliminated, any report of an increase in fuel prices still causes fear among the people, especially the less privileged households, seeing as it would have negative implications on their finances.

The removal of fuel subsidies is a highly complex procedure involving the government and all stakeholders. The government must assume the leadership role and take the lead in implementing this change. It is however also also very crucial for civil society organizations and other stakeholders to be involved in the process. This will go a long way to ensure smooth transitioning and that all the needs of citizens are taken into account.
