ISA 2025: A Game Changer for Nigeria’s Capital Market


Key stakeholders in Nigeria’s financial sector have hailed the newly signed Investments and Securities Act (ISA) 2025, describing it as a landmark reform that will strengthen market integrity, enhance investor protection, and expand investment opportunities.


The Securities and Exchange Commission (SEC) announced that President Bola Ahmed Tinubu signed the new legislation into law on Saturday, repealing the Investments and Securities Act 2007 and introducing a modernized regulatory framework that aligns with international best practices.


Boosting Transparency and Investor Confidence


Speaking on the significance of the Act, Oluropo Dada, President of the Chartered Institute of Stockbrokers, emphasized that ISA 2025 represents a commitment to transparency, efficiency, and stability in the capital market. He noted that the new law will introduce comprehensive reforms to deepen market integrity and attract both local and foreign investors.


Similarly, Sam Onukwue, Chairman of the Association of Securities Dealing Houses of Nigeria, described the Act as “transformative”, stating that it will strengthen regulatory oversight, boost investor confidence, and support market expansion.


Expanding Market Opportunities and Digital Innovation


Beyond regulation, the ISA 2025 also focuses on market diversification. Onukwue highlighted that the Act will provide opportunities beyond traditional equities and fixed income, enabling a broader investment landscape.


The Managing Director of NASD, Eguarekhide Longe, pointed out that with the rise of digital financial products, the new legislation will enhance investor protection and recognize virtual assets as securities, making Nigeria’s financial ecosystem more dynamic and future-ready.


SEC’s Role and Industry Support


The Director-General of the SEC, Dr. Emomotimi Agama, reassured market participants that the Commission remains the apex regulatory authority and is committed to implementing the Act’s provisions to align Nigeria’s capital market with global standards.


Meanwhile, Akin Akeredolu-Ale, MD of the Lagos Commodities and Futures Exchange, lauded the government’s recognition of the capital market as a barometer for economic growth, stating that a robust legal framework is essential for sustained development.


A New Era for Capital Market Growth


With ISA 2025 now in effect, experts believe the Nigerian capital market is poised for unprecedented growth, as it provides a secure, transparent, and diversified investment environment. The Act is expected to attract more local and international investors, protect stakeholders, and drive Nigeria’s economic progress in the years ahead.
